The Black Business Council in the Built Environment (BBCBE) was established in 2007, with the vision of lobbying and advocating for transformation in the built environment through the use of public legislation and policies. The initial organizational focus was mainly on the construction sector but over the last two years, the organization has expanded its lobbying and advocacy mandate to the full scope of the built environment, supported by intentional support in the implementation of projects and programmes. As a lobbying and advocacy organization, the implementation of projects and programmes provides an opportunity to measure the impact of the organization in driving transformation in key areas of the built environment within South Africa and Sub-Saharan Africa.
Transformation can never be successful, if it is not supported by realizable benefit and growth of any organization or individual that was previously denied economic participation and benefit. It is in this light that the BBCBE has increased its focus and activities in lobbying, advocacy and project implementation support within key network economies of Energy and Water, Social and Economic Infrastructure, Transport and Logistics, Information, Circular Economy, Communication and Technology, supported by intentional Infrastructure Finance models and relationships.
The BBCBE pursues the achievement of Transformation by actively engaging and partnering with all stakeholders who have similar objectives, irrespective of their association.

Over a year ago, the BBCBE recognised an urgent need to support its legislative and policy advocacy and lobbying objectives and programs by establishing a Project Management Unit (PMU), within the Finance Committee led by the BBCBE Treasurer General. The BBCBE PMU advances an environment of creating, supporting and implementing programs and projects that are brought by internal membership and external stakeholder within the Built Environment sectors. Leveraging on the numerous formal and informal relationships that exist with key Built Environment public and private stakeholders, the BBCBE PMU is adequately capacitated to extract mutual value from these relationships.
It is very important to note that these programs and projects remain private but present an opportunity to support various legislative and policy advocacy and lobbying objectives and programs being undertaken by the BBCBE. These programs and projects present a vehicle for the BBCBE to practicalise the impact of legislation and policies with the Built Environment.
In light of the above, the PMU introduced and implemented a team of professionals to bolster capacity to deliver on its office mandate. This team runs and operates PMU projects at a strategic operational level and are responsible for the operational management of the 2025 Built Environment Indaba, supported by the BBCBE as an industry body and BIH as an investor.
The operationalisation of this strategy resulted in the establishment of the BBCBE TRAINING ACADEMY (PTY) LTD and the BBCBE EVENTS (PTY) LTD. The BBCBE EVENTS is one of the key hosts for the 2025 Built Environment Indaba, in partnership and collaboration with other experts.
